West Blount Fire & EMS District
 
The Board of Trustees for West Blount Fire and Emergency Medical Services District met at Fire Station No. 1 on April 14, 2022, the meeting began at 6:56 PM led by Greg Reid, Chair.  There were three trustees present and Mark Giddy by phone, plus JJ Ivey, Chief, Melissa Thomas, Treasurer, and Diane Cox and Lisa Morgan, Billing Managers.        

The minutes of the March 10, 2022, meeting were accepted on motion by Marty Stover, seconded by Greg Reid.

Financial report – The operating balance for March 2022 was $467,901.74.  Total receipts were $124,769.55, including dues of $124,432.56.  Total expenses were $76,365.66, including payroll of $39,701.54, repair and maintenance of $13,852.50, and insurance of $7,074.75.  The report was accepted on motion by Marty Stover, seconded by Greg Reid.      

Chief’s Report

Total calls for March were 122, including 6 out-of-area (2 – Mt. High / Ricetown; 2 – Bangor; 2 – Locust Fork / Dallas/Selfville): 73 medical, 4 structure fire, 7 auto accident, 4 fire alarm, 1 vehicle fire, 17 public service, 8 wild fire, 5 fire other, 3 tree down.  Breakdown by station = Sta. 1 Hayden, 58; Sta. 2 Smoke Rise, 53; Sta. 3 Sugar Creek, 6; Sta. 4 Nyota, 5.  

Also reported:
    SCBA Bottles (self-contained breathing apparatus) have been tested, a requirement to be completed once every five years  
    A grant for $10,300 was received
•    Expenditure records need to be kept in case of any audit
•    Possible expenditures
    Wild land gear
    PFD’s (personal rotation device)
    Four radios, $1600 each
    Four resumes for office manager have been received.  The committee (Marty Stover, Annette Cox and JJ Ivey) will meet to review, and call a special meeting if necessary
    Engine 1951 has been sold to a fire station in Georgia for $25,000, with the help of Brindley Mountain, who will receive 10%
    Budget items
•    Brush Truck modifications budgeted at $3000
•    Hose Bed Covers, three needed at a cost of $1000
On motion by Marty Stover, seconded by Dolores Fort, the above two items were approved to proceed
•    New UTV, approximate cost $15,000; prices will be attained and report back next meeting

The Chief’s report was accepted on motion by Dolores Fort, seconded by Marty Stover.

Billing Update – The attorneys have a total of 237 accounts, six paid in full and one added.  A check for $3,006.26 from MSN (Massey, Stotser, & Nicholas) was received for March collections, making a total of $6,960.03 collected in 2022, and $114,138.43 since first turned over to MSN.   There was one new account added in March.  There were 40 exemptions approved, and one denied in March.  Fire dues received in March was $107,707.96 ($15,837.50 Credit/Debit card and $554.35 fees), plus $345 assessment fees, and other income of $631.43 landfill check and $10,320 Grant, totaling $135,396.24 [income from March 2021 was $124,314.89].  Total collected for 2022 is $356,497.18.  There are 1382 accounts in the system with a balance totaling $429,978.24 at the end of March, which includes all outstanding dues from the beginning.  (816 accounts paid in March.)  So far this year, there is 63% participation.

Announcements – Due to a special called meeting of West Blount Chamber of Commerce on Thursday, May 12, for the purpose of a US Senate candidate forum, the next Board meeting will be Thursday, June 9, 2022, 7:00 PM at Fire Station No. 1.
