Board of Trustees January 9, 2020
West Blount Fire & EMS District
The Board of Trustees for West Blount Fire and Emergency Medical Services District met at Fire Station No. 1 on January 9, 2020, and the meeting was called to order at 7:00 PM by Greg Reid, Chair with prayer led by Dolores Fort. Three Trustees were present plus JJ Ivey, Fire Chief, Melissa Thomas, Treasurer, Diane Cox & Lisa Morgan, Billing Managers. Marty Stover had a conflict with work, and Billy Giddy was sick.
The minutes of the November 14, 2019 meeting were accepted on motion by Annette Cox, seconded by Greg Reid.
Financial report – The operating balance for November was $268,981.23. Total receipts were $10,953.5216, including dues of $10,318.61. Total expenses were $46,516.50, including payroll of $25,370.34, and vehicle maintenance of $14,300.32. The operating balance for December was $243,263.39. Total receipts were $12,816.11 all dues, with a $230 donation made out of these funds. Total expenses were $35,814.39, including payroll of $27,857.19, and vehicle maintenance of $2,605.13.
The Financial Report was accepted on motion by Annette Cox, seconded by Dolores Fort.
Chief’s Report
Total calls for the 2019 year were 1,383 (that averages almost 4 a day): 737 medical, 35 structure fires, 179 auto accidents, 87 fire alarms, 17 vehicle fires, 188 public service, 29 wild fires, 92 fire other, 19 911 hang-up. .
Other items reported include:
- Tags for all vehicles have been received
- The new rescue truck is in service
- A new pump has been purchased for $1,100
- Station 3 (Sugar Creek) needs repairs, application for a COWACO grant will be made to cover this item
- Proposed budget for 2020 was presented in the amount of $467,500, an increase of $11,500 over 2019, which represents an increase in pay for volunteers. A policy will be presented in February based on calls for November and December
The Chief’s report was accepted on motion by Annette Cox, seconded by Dolores Fort.
Old Business
Billing Update – At the end of December there were 31 total CLA’s (conditional lien agreements) on file, four were paid in full in November and 2 paid in full in December, and one account added for the two months. The attorneys have a total of 271 accounts, 56 with payment plans, 166 accounts have liens. We received a check from MSN (Massey, Stotser, & Nicholas) for $1,451.62 in November and $3,311.53 in December, making total collected from MSN since 2018 of $44,994.04. There were 70 new accounts added in 2019, 66 houses and 4 businesses. There was one new exemption approved in December, making total exemptions for the year of 117, and 7 exemptions denied for the year. Fire dues received for November 2019 was

$10,318.61 and $300 Assessment fees plus $479.17 other, totaling $10,917.78 (2018 total at the same time was $14,472.). Fire dues received for December 2019 was $12,591.11 and $225 Assessment fees plus $20 donation, totaling $12,836.11 (2018 total at the same time was $19,021.31). There are 660 accounts in the system totaling $239,096.28, which includes all outstanding dues from the beginning. There are 3,664 total accounts in the system. For the year there was 82% participation for payment of fire dues.
Those properties that filed in 2019 will be billed in 2020.
The 2020 billing notices were sent out to 3,509 accounts totaling $538,500.
BBQ Fund Raiser – Discussion was tabled until the February 13, 2020, meeting when Marty Stover could be present.
New Business
July 4th Community Celebration - The event will be held on a Saturday this year. The Fire Department will again provide free ice cream.

The next meeting will be February 13, 2020, 7:00 PM at Fire Station 1.
