Board of Trustees                                                                          May 9, 2019

West Blount Fire & EMS District

 

The Board of Trustees for West Blount Fire and Emergency Medical Services District met at Fire Station No. 1 on May 9, 2019, and was called to order at 7:10 PM by Greg Reid, chair, with opening prayer by Billy Giddy.  All Trustees were present plus JJ Ivey, Chief, Melissa Thomas, Treasurer, Diane Cox & Lisa Morgan, Billing Managers.      

 

The minutes of the April 11, 2019 meeting were accepted on motion by Annette Cox, seconded by Billy Giddy. 

 

Financial report – The operating balance for April was $501,289.47.  Total receipts were $54,710.62, including dues of $54,453.05.  Total expenses were $48,306.34, including payroll of $24,417.80 and Workers’ Comp of $11,020.  There is a possibility of changing carriers for Workers’ Comp next year to one that is more favorable to firefighters.   

 

The Financial Report was accepted on motion by Annette Cox, seconded by Marty Stover.

 

Chief’s Report

 

Total calls for April were 116 (including 9 out-of-area -- Bangor 2, Mt. High/Rice Town 5, Nectar 2): 58 medical, 18 auto accidents, 2 911, 1 structure fire, 0 vehicle fires, 0 investigative, 11 assist, 2 wild fires, 10 fire alarms, 1 haz-mat, 8 tree down, 0 wire down and 5 public service.

 

We are still waiting on the title for Engine 1954 to be able to sell to it Cleveland.

 

JJ Ivey will be having back surgery on June 5th, and will off work for about 30 days.

 

The Chief’s report was accepted on motion by Annette Cox, seconded by Marty Stover.

 

Old Business

 

Billing Update – At the end of April there were 57 total CLA’s (conditional lien agreements) on file.  Ten accounts have been paid off, 3 new accounts added, 2 new owners were billed, and 1 account was written off for Chapter 7 bankruptcy.  The attorneys have a total of 255 accounts including 20 sent in April. There were 107 lien letters received by us for review, 20 required revisions because of errors.  MSN (Massey, Stotser, & Nicholas, lien attorneys) is billing West Blount Fire $25 for each lien filed, which will be added to the resident’s account after the lien is filed with any filing or releasing of lien fees.  Received from MSN a check for $2,014.62, making a total collected through them of $27,216.66.  There are 1145 accounts in the system totaling $374,982.98, which includes all outstanding dues from the beginning.   Total exemptions approved were 104 and there 6 denied.  Late fees of $14,940 were posted on April 11.

 

Ladder Truck -  The current ladder truck failed the pump test which will cost approximately $20,000 to repair.  There is a 1994 ladder truck in London, Kentucky, which has 40,000 miles.  The price has dropped from $60,000 to $30,000, and price is still negotiable.  A motion was made by Marty Stover, seconded by Annette Cox, to authorize an offer of

$20,000, with the option to go to $25,000, anything over that amount to come back for Board approval.  Motion passed.  

 

Annette Cox moved, seconded by Marty Stover, that if this sale goes through to surplus the old ladder truck.  Motion passed.

 

Once we receive the title for 1954, all vehicles in our possession will have titles.

 

The rescue truck cannot be ordered until August.  Tallasee Automotive currently has too many orders in process.    

 

New Business

 

Hayden First Baptist Church is offering a community celebration of July 4th.  The Fire Department was asked if we would provide fire trucks for the event, also if we would like to be one of the sponsors.  Fire trucks will be on site.  Greg Reid will check about the possibility of having homemade ice cream for everyone, with the department paying for it.

     

The next meeting will be June 13, 2019, 7:00 PM at Fire Station 1.
